EU Set to Weaken 2035 Internal Combustion Engine Ban

The European Union has officially announced plans to change the 2035 emissions laws due to pressure from automakers.

Europe’s 2035 emissions laws are set to be revised, with the latest proposal in the European Parliament allowing for a limited number of vehicles with internal combustion engines (ICE) to be sold. Previously, the emissions laws stated that all new light vehicles sold could not “emit any carbon dioxide (exhaust) emissions”; practically banning the sale of all vehicles employing ICEs from 2035. The latest proposal essentially states that 90% of all new vehicles should be fully-electric, with the remaining 10% being those of the hybrid variety. Although this would not affect vehicles already on the road, automakers that exceed their fleet emissions target would be liable to pay financial penalties.

The European Union (EU) plans for the transport sector to become carbon-neutral by 2050. The year 2035 was chosen for the updated emissions laws to become effective, given the average 15-year lifespan of a vehicle in Europe. 90% of vehicles in Europe are expected to be electric by 2035, according to the EC.

Other efforts to offset emissions from ICE-powered vehicles include the use of synthetic and low-emissions fuel as well as ‘”green steel” production. Incentives in the form of “super credits” will be issued for small battery-electric vehicles (BEVs) produced in Europe to prevent an influx of Chinese EVs.

According to reports from Automotive News, the changes are expected to be presented by the European Commission (EC) to the European Parliament in 2026. The European Automakers Manufacturers’ Union was the primary driver of the changes, noting a slower-than-expected uptake of BEVs and a lack of charging infrastructure, which they identified as key factors; warning that a 100% EV target would result in penalties reaching the billions.
